Our Mission:
GLAD seeks to strengthen the social, political, and economic future of Latinos and other underrepresented groups in Lane Country and throughout Oregon. To pursue this goal, we foster education, identify and mentor new leadership, build alliances with allied groups, connect individuals to service providers, encourage civic engagement, and promote political activism.
Meet the Team
Founder
Raquel Hecht
Raquel E. Hecht has been an Immigration Lawyer in the State of Oregon since 1993. She is the founding partner of the law firm of Hecht and Norman, LLP with offices in Eugene and Salem, Oregon. Her past activities include: Vice-President of the Lane Arts Council, Board Member of the Eugene Research Institute, Chair of the International Youth Exchange Committee for Rotary and Member of the Rotary International Friendship Exchange Committee for the District, Volunteer Reader at the French Immersion School, Member of the Education and Outreach Committee of the Human Rights Commission, Member of the Eugene Police Commission, Founding member of Grupo Latino de Accion Directa (GLAD) a non-profit organization dedicated to the promotion of underrepresented people in the political process. She has received these acknowledgements of her work throughout the years. 2019 Dr. Martin Luther King Jr Community Leader Award in recognition of contributions to human rights and races relations. 2018 Gerald H Robinson award from the American Immigration Lawyer’s Association for Excellence in Immigration Advocacy. 2018 Andrew J. Clement Award for Exceptional Services to Persons of Limited Means by the Lane County Bar Association. 2002 Women of Distinction Award from the Soroptimist Club of Eugene.
Board Member
Jeffery Measelle
Jeffrey Measelle is a Professor of Psychology at the University of Oregon, Director of the
University of Oregon Center for Global Health, and Co-Director of the Oregon Public Health
Corps (aka Corona Corps). Dr. Measelle’s research investigates the effects of early adversity on young children’s development, in particular, the effects of prenatal and postnatal stress on the developing brain. Much of this work has been carried out with at-risk communities in the United States, including families contending with extreme poverty, trauma, and social isolation. A second major focus of Measelle’s work is children's developmental thriving in low- and middle-income countries, especially South East Asia where he and his teams are conducting basic and intervention studies designed to protect young children against such factors as poverty, malnutrition, and the effects of trauma. Dr. Measelle’s work has been funded by the MacArthur Foundation, National Institute of Mental Health, National Institute of Child and Human Development, the National Science Foundation, Friends without Borders, and the Bill & Melinda Gates Foundation.

Community Organizer
Guadalupe Quinn
Guadalupe Quinn has been a community organizer, activist and advocate for more than 25 years. She is highly dedicated to issues of Human Rights and Social Justice and has spent most of her life working for racial justice, economic justice, worker rights and has focused her work for the last 20 years on immigrant rights. Over the years Guadalupe has worked with many organizations & groups like the City of Eugene Human Rights Commission, NAACP, ACLU, 4J Racial Justice Task Force, Latino Coalition, Communities Against Hate, Chicano Affairs (CentroLatino Americano), Network For Immigrant Justice, CAUSA Oregon, Amigos Multicultural Service Center, Juventud FACETA and many more. Guadalupe believes that building alliances and working across issues and across communities is key to all Human Rights and Social Justice work. Only by working together can we create the changes needed to make this a just & better world for all.

Board Member
Chris Wig
Chris Wig serves as Chair of the Democratic Party of Lane County and as a Member of the
Board of Directors for Willamalane Park and Recreation District. He works as the Director of the Focus Treatment Court program at Emergence Addiction and Behavioral Therapies, and he is licensed as a Certified Alcohol and Drug Counselor (CADC II) and Qualified Mental Health Associate (QMHA). He received his undergraduate degree in cultural anthropology from the University of Toronto and his master’s degree from the University of Oregon School of Journalism and Communication. Chris and his fiance Celine love living in Springfield, and on
the weekends you can find them enjoying coffee at the Washburne Cafe or walking
Willamalane's 29 miles of paths and trails.

Reuben zahler
Reuben Zahler studies Latin America from the colonial through modern periods. He has published articles on the evolving political and legal culture across the long nineteenth century, as the region transformed from colonies to independent, liberal republics.

Board Member and Program Coordinator
Mariana Hernadez
I am a junior at the University of Oregon, currently majoring in Political Science. I love traveling, being of service to the community, and bringing help to everyone. After graduation, I plan to attend law school to complete my education and pursue a career in immigration work. My parents are immigrants from Jalisco, Mexico. This has inspired me to find ways to help them and the larger immigrant community. Witnessing my parents’ hardships has also made me interested in becoming an immigration attorney. My work with Justice Kids has been extremely valuable because it has provided me with the opportunity to learn about immigration law as well as directly help asylum seekers develop their asylum claims. I hope to make an impact in my community to promote Latinos alongside all people of color and explore communities beyond my town by creating programs that can be implemented nationwide.
Program Manager
Eli C. Moon
Eli C. Moon is a native of Eugene and a graduate of the University of Oregon where he majored in Spanish, International Studies, and Latin American Studies. He received his J.D. from the University of California, Davis. During law school, Eli participated in the Immigration Law Clinic, clerked with UC Immigrant Legal Services Center and at the Office of the Federal Public Defender in Eugene, and was active in student groups such as the Immigration Law Association. Eli became interested in a career in Immigration Law through his work with immigrant communities as a Bilingual Researcher at the University of Oregon. Eli enjoys spending time with his son, wife, and dog, hiking, and playing recreational sports around Eugene.
